Hospital
Payment Monitoring Program (HPMP)
HPMP is a continuation of the Payment Error Prevention Program (PEPP).
Because of an audit of CMSs 1996 and 1997 financial statements, which
estimated Medicare made more than $4 billion in incorrect payments
in each of these years for inpatient hospital services, CMS directed
Quality Improvement Organizations to develop programs that would reduce
the occurrence of these payment errors. Under the HPMP, QSource monitors
hospital admission and coding patterns by ongoing analysis of Medicare
